INACON demonstrates extensive experience in agricultural development,
agribusiness and value chain strengthening, fisheries, forestry, and coastal
and marine resource management, implemented primarily in Indonesia and
Cambodia with support from ADB, IFAD, the World Bank, national financial
institutions, and government partners. Our work integrates technical design,
policy reform, institutional strengthening, and community-based implementation
to promote inclusive, climate-resilient, and environmentally sustainable rural
development.
In agriculture and agribusiness, INACON has supported integrated
farming and value chain investments that improve productivity, resilience, and
market access for smallholders. Key engagements include the Horticulture
Development in Dryland Areas Project (HDDAP), which combined climate-adaptive
infrastructure, improved on-farm practices, and value chain development, and
Cambodia’s Agricultural Value Chain Competitiveness and Safety Enhancement
Project (ACSEP), which strengthened agricultural cooperatives, contract
farming, food safety certification, and partnerships between farmers and
agro-enterprises, with strong emphasis on gender inclusion and technology
adoption.
In addition to providing services to the development of a big oil
palm company such as SINAR MAS in the first decade of its formation,
particularly during the economic crisis (1998-1999) 2000, PT INACON Luhur Pertiwi has
been providing independent monitoring services to a leading Indonesian national
bank since 2023, overseeing the use of bank financing by private companies for
the development of smallholder (plasma) oil palm plantations, new
commercial estates, including the development of palm oil factories.
INACON’s assignment covers approximately 32,500 hectares of plantations
across Aceh, North Sumatra, and West Kalimantan, demonstrating the
firm’s capability in plantation development oversight, financial
accountability, and compliance with banking and sustainability requirements in
the oil palm sector.
INACON has a strong track record in agricultural policy, information
systems, and evidence-based planning, including development of GIS-based
food crop databases, crop modelling systems, seed system development, extension
reform, and farmer empowerment programs. Policy and strategic studies on
agro-based industry restructuring and commodity processing—covering oil
palm, cocoa, rubber, and fisheries—have supported regulatory reform,
competitiveness, and private sector participation.
In fisheries, coastal, marine, and forestry development, INACON delivers
integrated solutions that link scientific assessment, participatory planning,
and community-based economic development. Our services include coastal and
marine resource assessments, soil and land suitability surveys, GIS-based
inventories, socio-economic and fisheries studies, and preparation of master
plans for coastal ecosystems, small islands, and forestry development. At
the community level, we promote diversified livelihoods through farming
system design, coastal agriculture and aquaculture, women-led fishery product
enterprises, and small-scale natural resource management initiatives.
Environmental sustainability is strengthened through mangrove
rehabilitation, coral reef protection, forest and land fire control, and
ecosystem-based management, complemented by training, extension services,
and demonstration activities for fishermen groups, women’s cooperatives, and
local institutions.
Collectively, INACON’s engagements contribute to poverty reduction,
food security, rural employment, and improved resilience, while strengthening
governance of natural resources and supporting inclusive and sustainable
economic development aligned with national priorities and donor strategies.
